February 2010 Codes Update

 

The Codes Office has completed updating all files with parcel ids, owner info, and tax classification. We are about 80% on property 911 addresses and should have that phase finished by the summer. This was quite an undertaking in 2009 when combined with the 63 complaints and investigative reports, 200 calls for information and various other requests, 26 social service inspection reports and 72 permit requests.

By now all property owners should have received their informational brochure but if you know someone who wants one or someone new in the neighborhood they can pick up a copy at the Town Clerks' Office or at the Codes Enforcement Office.

We are currently reviewing the permit application itself in an attempt to make it more "user-friendly". If you have any suggestions please contact us at 337-0999.

The new Fee Schedule was adopted 2/1/2010 and should also answer most questions you have regarding what type of permit you need.

We are currently doing Fire Inspections within the Town starting with those properties classified as a business, then home businesses, public assembly and last but not least multi-family dwellings.

A reminder to all residents, that Amanda's Law becomes effective 2/22/2010 so please have the correct CO detector installed in your residence. As with smoke detectors, compliance is on an honor system. However, if any licensed professional (i.e. plumber, electrician, etc) or the Codes Officer should have reason to enter your premises they will be checking for compliance.

Note: As of 3/9/2010 the Town Board has approved the following additions to our local law:

 

Sec.7: Application for Building Permits

Addition:

          F.) Agricultural buildings are required to have building permits to ensure compliance with State Department of Agriculture and Markets definition as of 12/29/2009. There will be no fee for an agricultural building providing the following stipulations are met:

                   1.) The structure resides in a Oneida County approved agricultural district and

                   2.) The structures, owners or representative of the owner can provide documentation that will meet the qualifications as   set forth by New York State Law.

          G.) Driveway Permits are required by this law to be issued for all driveways on Town roads to ensure compliance from the Town Highway Superintendant and the Town Code  Enforcement Official. There will be no fee for this permit.

 

There will be a public hearing next month on a new Town ordinance which increases the setback requirements of side and back lot lines from 3 feet to 10 feet.

CODE ENFORCEMENT

 

The first half of the year was quite busy.  We are ahead of last year with permit requests and new procedures are in place to identify parcels with violations.  The Town Board hired a clerk for the office and we keep regular hours Tuesday thru Thursday 9 a.m. to noon.  We are available on request at other hours if needed.  The Real Property Index is being updated with current home-owner information as well as 911 addresses and should be a benefit to other committees and departments within the next quarter.

 

Working closely with the Town Assessor we can now track the history of each parcel, which has generated requests from insurance companies, would-be-purchasers, agents and other county agencies.  For a small town we are pretty well up on County and State mandates which in turn has benefited our residents with lower insurance rates and safer places to live.

 

Did you know that 80% of the Code Officer's time is spent investigating and doing the necessary paperwork on complaints received through the phone or by letter from county agencies.  So when we request your permit applicaions to be in our office at least a month prior to your expected start date on any projects, it isn't we want to slow down your plans, but to give us time to gather all requested information and to make sure that permiits, once generated, comply with all current codes laws.

 

A few changes to our current fee schedule are being proposed in the fall, so be sure and come to the monthly town meetings and voice you opinion.
